Distance first
TaxiRates applies the regulated distance increments to route length. Waiting time is disclosed but not guessed from ordinary Google traffic.
Separate Windsor–Detroit rule
The City by-law adds a $12 CAD or $9 USD cross-border fee plus tolls. Those trips are kept separate from ordinary Windsor meter estimates.
Local trips versus the Detroit crossing
Normal Windsor trips use the City-regulated taxi meter. Cross-border trips to Detroit are a separate case because the municipal rule includes an additional border charge and tolls. TaxiRates therefore does not make an ordinary Windsor estimate look artificially high by building cross-border costs into every local ride.
For YQG trips inside Windsor, the city meter is the starting point. If the destination is across the international border, use the dedicated rule and expect documentary, toll and border-delay factors that are outside a simple city meter estimate.
