London is broker-priced
The Vehicle for Hire By-law says a fare schedule, including discounts and promotions, is set by the broker and submitted to the Licence Manager. A single London formula would therefore be misleading.

Why London remains a guide instead of a universal calculator
London does not publish one mandatory citywide passenger tariff that every taxi broker must charge. Brokers file their own fare schedules, so using one operator’s current card as though it were the City of London rate would create false precision.
TaxiRates therefore verifies the regulatory structure and airport taxi availability but holds a universal numeric estimate. A future operator-specific calculator can be added if the user selects a broker and TaxiRates can verify that broker’s current filed schedule.
